1903년 일반교육위원회(General Education Board, GEB)

 현재의 의무교육의 역사는 1800년대 프로이센으로 거슬러 올라간다. 나폴레옹의 막강한 군사력에 의해 영토를 뺏길 위기에 처하자, 프로이센 정부는 자국민을 군인, 노동자로 개조할 아이디어를 물색했다.

때마침 철학자 피히테가 <독일 국민에게 고함> 이라는 저서를 통해 교육은 자아와 국가의 일치를 위하는 것, 국민이 국가에 애국심을 갖고 희생하도록 만드는 것이 목적이라 주장했다. 그는 전체를 위해 개개인의 자발적 희생과 자기부정을 일궈 낼수 있는 교육을 필요하다고 보았다. 결국 1819년, 프로이센에서 의무교육이 최초로 제정되었다.

이러한 교육제도를 1차 산업혁명 시기 많은 노동자를 필요로 했던 영국에서 차용했다. 공장주의 명령에 순종하는 노동자가 필요했기 때문이다. 1860년 공교육을 의무화 시킨 영국의 사례를 보고, 미국에서 정유사업을 운영하던 록펠러 또한 같은 목적을 위해 1903년 일반교육위원회(General Education Board, GEB)을 설립했다. GEB의 목적은 지식인 양성이 아닌 소수의 상류층 엘리트를 위해 군말없이 일할 노동자들을 양성하는 것이었다. 일반교육위원회는 1903년 보고서에서 이런 목적을 노골적으로 밝혔다.

"우리의 목표는 학교를 통해 사람들을 규칙에 순응하도록, 지배자에게 복종하도록 길들이고 가르치는 것이다. 관리 감독과 지시에 따라 생산적으로 일하는 시민을 양산하는 것이다. 권위를 의심하는 태도, 교실에서 가르치는 것 이상을 알고 싶어 하는 태도는 꺾어버려야 한다. '진정한 교육'은 엘리트 지배 계급의 자녀들에게만 제공한다. 나머지 학생들은 그저 하루하루 즐기는 일 이외에는 아무런 꿈도 꾸지 못하는, 숙련된 일꾼으로 만들어야 한다. 그런 교육이 그들에게는 훨씬 도움이 될 것이다."
